In Playa del Carmen we noticed the beaches were top-optional. How about the beaches in Progreso? Are they the same or are "topless beachers" not allowed? Thanks.
I have spent a couple of months (February and March) in Progreso. I have never seen females swim topless there. I don't think it is something done by Mexicans, and Progreso is much more Mexican than Playa (which is non-Mexican in my eyes). Saying all that, I haven't answered your question. If you were on the beach topless, and a Mexican cop walked by -- would he try and arrest you for indecent exposure? I have no idea. Maybe someone who lives in Mexico could answer that.
