Which area to stay in Phnom Penh?

I'm planning to stay for two nights in Phnom Penh and do the typical sightseeing. Looking at the map, the tourist attractions seem to be all over the city. Which area do you recommand to stay - Boeng Kak Lake, Tonle Sap River or the area where Capitol GH is? My budget is US$10 maximum per night.
