The tourist high season corresponds with the Panamanian dry season - December to late March. Christmas can be quite busy making February/March the best weather wise. Travelling in the shoulder season (ie November or April) means it's less busy, and you might get lucky with the weather, with the added bonus of slightly lower hotel and flight prices

April is a great time to come and find not too many people here, cheap rooms, and cheap food. August is the best time to come to find the most people, expensive rooms. The city is beautiful, have gorgeous beaches and plenty of things to do.
