Car insurance in the USA is mostly a big fraud played on the consumer. Many of the credit cards in the US will cover some or all of the insurance one needs. I doubt that your credit card will do that since you do not live in the USA. The only one you really need is the loss damage waiver, if you damage the car you can walk away from it. Personnel accident insurance is for injuries you may suffer in an accident. If you have medical insurance at home you may not need this, and I would not buy it. Personnel effects protection does just what it says, if your car is broken into and your personal items are stolen you may be covered, however if you don't have loss damage waiver insurance then you would be liable for the damage to the car re the breakin. If you have home owners insurance you may be covered under that. Not too sure what the additional liability insurance is, if it is insurance that covers you if another car hits yours, and the driver carries no insurance you may want that. Roadside safety net sounds like roadside assistance, if you have a flat tire etc. The only insurance I would suggest is the loss damage waiver and perhaps the additional liability insurance. If you should decide on no insurance, when you pick up the car check it for any damage and that includes the smallest scratch, even go so far as to check under the car, and the trunk to ensure you have tools and a spare tire. Also take pictures of the car prior to you picking it up and when you return it. Car rental companies are looking for any excuse to charge you for any damage however how small. Be sure that you book with a reputable company also.

But if you are in an accident with those insurances, the rental car company can charge you the rental price for how ever long it takes to fix the car and the insurance will not cover it.

Great answers and I would emphasize checking the vehicle before leaving the lot. Check everywhere and make notes, take pictures and show the person in charge anything you find. Also have them sign off on whatever you find. Car rental companies are notorious for finding any damage after people return the vehicles.
