Need advice on where to stay 1st week of December

We normally go to Estes Park, Co for our winter trip. This is our first trip to Oregon and would like to find a similar setting, (mountain town with shopping, dining, but better night life, if possible. And great hiking during the day.) At the moment we're thinking government camp. Does anyone have a better suggestion? Also, if we decided on timberline lodge instead, will we have a problem getting there on december roads without chains? Thanks in advance.
