I visited the White Horse Inn in Oostende Belgium in 1961 is it still there?

Last year I holidayed in Oostende and one day from the coastal tram I caught sight of the HMS Vindictive memorial. I wanted to photograph this but was unable to find how to get there. When I got home I located it on Google. I shall be in Oostende for a short period of time in a couple of weeks and would like to photograph it then. At the railway station halt on the tramway, the tram heading towards Knokke goes up a hill with what looks to be a pedestrian walkway at the side. Is this correct (is it permitted to walk up the slope?). Also as I am interested in railways, is it possible to view any locomotives from the top of this slope? Thank you for any help you can give. Does anyone know the opening hours of the food stores (GB etc)? We arrive on a Sunday afternoon and hope to buy a few provisions. Is it possible? I know European shops tend to be closed on Sunday, but I am hoping. If not Sunday then what weekday hours?
