Im going to school there so that will help but i really want to go find new people.
There is actually an international community in Okayama. I've been there a few times to visit and there is an English newsletter for expats available. Check out the Okayama Prefectural International Exchange Foundation http://www.opief.or.jp/english/ for more info on the Foundation. Since you will be going to school there it should be easier for you to make friends too. I hope you enjoy your life there. I loved visiting Okayama :). Eat their peaches!
