It depends on what sort of beaches you require.
If you are looking for Sand then each of the places you mentioned are good sandy beaches.
I have just returned from Odessa and stayed near Arcardia.It is very popular in hot weather and even more so at the weekend.I found the water very clear and clean when there was no wind! But on a couple of days it was windy and the water was rough and not so clean.But still good for swimming.There is also usual nightlife.
Last time I was in Crimea we stayed at each of the places you mentioned.
I found Feodosia beach quite large and water and swimming was good.
Sudak also was very good and in my opinion more interesting place to visit.
In Koktobell I found was rocky beaches,but there was one section where they have made a wooden platform where you can sunbathe and then climb some small steps to swim.
As for hotels,there are many and varying prices.
We stayed at Hotel Bastion in Sudak,very comfortable,own swimming pool close to beach and the castle.I can recommend but maybe a little expensive
In Feodosia I believe it was Hotel Helena or someting similar (Don't know Russian) small very comfortable and ten mins walk from beach.
