February festivals....when?

We shall be spending February 3rd to 5th in Nice in 2008. Have heard that this is the month of their winter Festival, and a flower procession. Am hoping that someone can let me know the dates of these events, as I expect accommodation could be scarce during this time. If the festivals are on during my time, is my assumption re scarce accommodation correct?
