Cheapest way from NYC to Niagara Falls and Toronto

I'll be staying in NYC for 2 weeks in August, but during that vacation I'd like to visit Niagara Falls and Toronto. I've been searching the web for 3-day tour and I found one at Ivymedia.com, which seemed quite afordable. Has anyone tried that tour? Do you recommend it? It is organized by a Chinese company, it is included transportation and hotel for a cheap price. Should I expect that my tourist pals will be mostly Chinese? Do you know more cheap tours? Transportation and accommodation for less than 200USD per person? Txs
