Will it be snowing heavily there in Feb? I'm planning a short trip to Nagano with some friends and wonder whether heavy snow will make many places unaccessable by public transport. Will be based around Yudanaka to see the snow monkeys.
February is typically the coldest month, so there should be snow in Nagano. I don't think it will affect the trains or buses too much, but I can't really know how good or bad the weather will be during your stay to say for sure.
