Looking for some good 420 (weed) and snorkeling

I'm going to be in HI on Sept 11 through 16 and I am on budget, but I want to get some nice HI smoke and find a nice beach with decent snorkeling nearby. Any help would be greatly appreciated. Thanks, Joe
