5 hours at Manila Intl Airport

I will have roughly 5 hours layover in Manila before I have to leave for the US. Is that enough time to check out Manila Bay, Luneta Park & Intramuros which I understand are all within walking distance of one another? What's the best way to do this? Someone suggested taking a cab & tipping the driver100. Appreciate your input. Thanks!
