That depends on whether you need a visa to enter the country. If you have one already or are not required to have one then by all means do so. I personally wouldn't want to stay in an airport for 10 hours or more if I can help it, especially not in one like ours.

Yes, you may leave the airport as you get 21 days on arrival, but when yo come back in you are required to pay the departure tax which i think is around 700 pesos at the moment. It is a terrible airport to hang around in so i suggest you take a taxi to Ermita area and The Old Spanish Quarters of Intramuros where yo can wander around and see the old colonial buildings. Ermita area has a Robinsons shopping mall, bars and restaurants. In between Ermita and Intramuros you will find Rizal Park with a few attractions, particularly the National Museum.See my Manila pages for ideas in the area. If you are hungry try the lunchtime buffet at G-Point

Yes i agree that the NAIA airport is a terrible place to have along layover. if you belong to one of the visa on arrival nationality, you can easily get out and while away your time. The mall of asia is one of the nearest and fresh air area which you can go to.Window shopping, dining or watch a movie in a relatively safe area.

Want a little bit of culture experience, then follow Davidjo's suggestion.

Just be mindful of the return trip to the airport, specially during the rush hours, because its always congested on the way to NAIA. Allow an extra hour in coming back.

14 hour- is a long hour . You can ride a taxi but be sure to look for a taxi which is metered.. and ask the driver to send you to Luneta, Intramuros and last in Mall of Asia- where in you cannot finish even a day to stroll around there.. nice shopping, good food- checkFilipino restaurants like KKK for a real authentic Filipino dishes.

you may leave the airport but consider first your check in time which is usually 1-3 hrs before boarding so that leaves you with 7 hrs, take out 1 hr for ride out of the airport and another hour to return so you effectively have only 5 hrs. This you may want to spend eating authentic Filipino food and few hrs of shopping. If you really want to go to Intramuros or luneta park (the more touristy spots in Manila) you have to allot 1.5-2 hrs fir each ride you may skip eating and do it instead inside the airport. If you don't wanna bother yourself with all those stuffs resorts world Manila or casino Filipino is just around the airport area.

The Mall of Asia and the seafront boardwalk area which is over 2 km long is a great place to hang and only 2-1/2 km away from Manila's 3 airport terminals there is cheap guest house, The Townhouse Hotel / Hostel with P180 bedspaces, and private rooms with share bathroom from P300 to P500 with 24 hour check-in / airport service. You can walk from the Townhouse to Mall of Asia in 30 minutes.
