is there any scuba dive shop in Madagascar? and what about youth/cheap hostel?

I plan to go on december. how's the temperature over there? please recommend me the cheap hostel/ hotel. I wanna do scuba diving in Madagascar. Anybody knows some cheap scuba shop there? how much for one dive? thanx in advance
