Luoyang is a sizable city filled with shopping malls, restaurants, and nightlife. I don't know any particular good Japanese Restaruant in Luoyang, but I am sure you will find one. Visit the Xinduhui Outdoor Shooping Mall, it has many restaurants including Korean, Italian, Chinese, HK, and etc. Nearby neighbourhood have many high-end restaurants and malls.
