Assuming this isn't an attempt at a 'joke' (which it may be):
As I assume you are already in the Schengen Area (otherwise I doubt you could feasibly visit Lugano today) then you will already have a Schengen visa or do not require a visa to travel within the Schengen zone. So you do not need a visa for Lugano (and, anyway, you need visas for countries not specific cities).
So the answer is no. And I am not an April Fool.
