Travel for disabled on buses/trains

Hi, we are coming to Lloret de Mar in a week and I would like to visit Barcelona and a few other places. My husband needs to use a mobilty scooter and I was wondering if anyone knows what the public transport is like for accessiblity and do they allow or have the facility to accept scooters or do we need to hire a car?
