How do I go to Pensao Nova Goa hotel at Rua Arco Marques Do Alegrete 13 Lisboa from Estacao Maritima da rocha Rocha Conde D Obidos Lisboa Port ?

I think you can take a train from (Alcântara Mar Station) to Cais do Sodré (www.cp.pt) and then there are buses to Rossio or Praça da Figueira (near the Pensao). see www.carris.pt.
If you cross the train line in Alcântara Mar you have buses from Estação Maritima to Rossio without taking thr train.

Bus 760 connects the harbour to Martim Moniz, near the hotel.

Take tram E15 to Praça da Figueira, it's very close to your destination. carris.pt/en/tram/15E/descen...
