Inexpensive Flowers in the Downtown Area and Live Big Band Dancing

Good evening! I am planning a 40th birthday dinner party at a downtown restauraunt (Hugo's Cellar) in August and am on a major budget. I need to make floral arrangements and need to find an inexpensive place to purchase flowers so I can make my own centerpieces. I also need a place on a Saturday nite that has either big band music and dancing or some sort of Rat Pack theme place with dancing available to the guests. I would appreciate any suggestions that anyone might have! Many thanks! Victoria
