Monday to Friday 09.00-17.00

Yes they are, or at least they were in August when we were there. This link gives info as 7am opening in Kotor. Our local and much smaller post office was open from 8am in Prcanj. Cannot remember closing time I'm afraid but it was certainly after 11am.
