Public transportation from North district s

How is the public transportation from North districts (i.e. Sary St, prince Abdullah St or Medina Rd) to the south (Water tower). On rush hour, can I make it in less than 45 minutes? Also, what are the best routes if you drive? I read from old posts that driving is a good adventure, is it true for all parts of the city or mostly on small streets?
