Hirayu Otaki (Okuhida Onsengo)

I will be visiting Hirayu Onsen (Okuhida Onsengo) on the 17th of April for 1 night. I may want to visit Hirayu Otaki. I read that it is 25 minute walk or 5 minutes by bus and the closest bus stop is Hirayu Camp Site. I also read that the bus is the Kamikochi Line which only operates from Apr 20th. So does this mean during my visit there is no bus between Hirayu Onsen and the waterfall? Also, how far (in walking minutes) is the waterfall from the Hirayu Camp Site bus stop (if there is bus)?
