Off the top of my head, Hakone. The Hakone Tozan Line goes from the Odakyu Line all the way up the mountain. Unless I made a mistake, it is lined with hydrangeas. I know there are a few other places, but I need to get back to you on that. I'm not sure of the best place in Japan though.

Kamakura has some nice places to view Hydrangeas such as Jojuin temple which is one of the most popular places to see Hydrangea in Japan.

Other popular places include Gokurakuji temple in Mori, Shizuoka (not to be confused with Gokurakuji in Kamakura which is also a good place to see hydrangea as well). In Kansai area Mimuroji temple in Uji, Kyoto is popular place to view Hydrangea.

I know West Japan better, but I looked up famous hydrangea sites in Shizuoka. Here are some.

Gokuraku Temple (nicknamed Ajisai-dera) has 30 different varieties and 13,000 hydrangea bushes:

    Shimoda Park:

If you know Japanese, here are some lists of ajisai places:

    Honshoji Temple:

I took a look and found a friend's blog. Her list of faves around Tokyo are:

but also another one in Hino, but that is western Tokyo. Sounds a bit out of the way for you.

They are everywhere. Come to my neighborhood and see the display the retired people put on in their yards.
At this time you may do better to go North. The petals are now starting to fall off down here, and it looks like the rain has finally started, which will take care of any that are hanging on.

The Gokuraku Temple that I mentioned is the same one that Taigaa mentioned. It is in Shizuoka (Mori-machi), not Kamakura.

It is just a 20 minute walk from Totomi Ichinomiya Station.
