This statue it is on the corner of the street going down on the Olives Mountain - Jerusalem.
But I do not know what it symbolizes.

I think that it is close to Russian Church, or maybe to Dominus Flevit church.
Please, if somebody can give info about it, it will be great!
I have not yet visited Israel but noticed no-one has yet replied, so thought I'd make a suggestion.....
Your photo shows what is almost certainly a Roman column fragment. The church of Dominus Flevit was built on the site of a Roman/Byzantine monastery and necropolis:

and I believe the Russian church is also in the same area .
So the fragment may not have any specific symbolism as such: it may simply be a Roman column fragment discovered during excavations which has been re-erected on or near its original site.
Hopefully another VT-er can give more information.....but maybe this has helped a little. :-)

Leics, you are right that Russian Church is close to this point, as Dominus Flevit and the church of all Nations are.
Meantime I found the answer (in internet):
