mural in ayuntamiento (twon hall) at San Cristobal de la Laguna

Someone has posted on wikipedia a photo of a mural from inside the ayuntamiento (town hall) of San Cristobal de la Laguna showing the Guanche kings brought to ferdinand and Isabella (wikipedia entry: guanche). Can anyone tell me who is the artist, and when it was made: if it's just 19th century nostalgia or something older. Thanks. Stefan
