On each side of the park (Brazil and Argentina) there is a "local" public bus that runs from the town bus station/depot, passes the airport and goes to the park entrance. There is also a bus that goes from the bus depot in Brazil to the bus staiton in Argentina. (Note: the routes of the two buses do intersect befor they both reach the bus station, so it is possible to save some time that way.)
However, if you are saying that you plan to stay at the Cataratas hotel inside the Brazil side of the park, the most convenient would probably be a taxi. There will be plaenty avaialble and they are accustomed to crossing the border.
