Going to Iceland in November... will the weather be really bad?

For what I understand, the days will be Short (about 10AM-4:30), and Cold (31-38F). Possibly a lot of rain. I don't mind the short and cold, but I'm worried about the rain. Would this be a big problem for sightseeing? Does it usually rain all day, or just sporadic? I assume most of the tourism is in the summer. Is it a bad idea to go in Nov? (needless to say, the deal I'm looking at is super cheap!). Is there a lot of tourism in November? thanks!
