is public transportation easy enough if the traveler doesn't speak chinese?
hi i think there's no problem if you are going to take bus, MRT or train, since there's english direction would tell you where to take the train or what the next stop would be you can also tell the bus driver where you want to go in chinese, just the name of the place, then he would tell you when you are at that stop, so don't worry yu-ching

ooooops sorry i didn't notice that this question is in the hualian forum, i thought you were in taipei:P i am not sure about the public transportation in hualian but i think it woud work if you tell the driver where you want to go as i said, he might be glad to help you :) yu-ching
