The hotels are at the west end of the town, overlooking the sea. It's supposed to have a regular free coach into the town center. However if you like to walk it's a nice walk down to town center, but the return is always up. In Madeira there are loads of taxis that you can hire for a day to do some sightseeing. As far as I know there are no tourist tickets for public transports.
If you prefer to use public transports, there are several bus companies to take you to the most interesting tourist spots at low cost. At Funchal the name of the public bus company is "Horários do Funchal".
The bus stations is in Funchal, so it's easy to get to. The tourist information offices can provide you with guides of the bus timetables and routes.
The buses and divided in 2 types of routes, urban (Funchal area, Botanical Garden, Monte, etc) and inter-urban (outside Funchal area, Curral das Freiras, Santana, Camacha)

There is a free courtesy bus into Funchal several times a day from Eden Mar and The Residence. You can buy tickets for the city transport for 3,5 7 or 14 days, or you can buy a giro ticket (50 cents) and load it with as many trips as you want at €1 per journey. The buses are very frequent from very close by, taxis also in abundance, about €5 into the city and they MUST use the metre into the city limits. Ticket available from many shops and also in the kiosks in the city.
