Does anyone have any idea who owns the beach loungers and toilet facilities on the beach? I understand you havee to pay for the pleasure of using both. Is it run by the local authority or private owners who run these?
Not sure about the specifics of Fuengirola, but in Spain in general the local council owns the toilet facilities and the sun loungers and parasols are franchised out on a seasonal basis to one or more private operators. As far as I know licences are renewed annually on a competitive basis.
