Aimless wandering?

I suppose this is for Zweiblumen again. OK if there are no official tours for non-military personnel how much independent touring can you do on the islands. For example , could I just casually wander around Mt. Longdon to have a look at the old gun and take pictures of it. Are areas cordoned off/ patroled by the army etc..? Also do the locals mind being asked about the war? Thanks R.
