At tourist spots yes, but you are always slightly better off paying the local currency Kuna as they tend to inflate the rate a bit if you pay in Euro.

The street price is usually 1:7 if they accept it as a courtesy - but currency exchange price is 1: 7.49 I would not worry much about getting 70 Kuna for 10 Euro, but larger sums are (much) better to change at bank/ATM
