indraprastha metro station or pragati maidan mmaetro station,will be good choice as its easy to get autos and buses from there.

Are you going to the tomb? I think the nearest is JLN stadium (Purple line)then take an auto, follow the road towards National Police museum its near the Pullah depot to Lagpat-Lodi crossing ... If not to the tomb then you should get off at Jangapura metro :-)

This depends on where you are coming from. If from Rajiv Chowk ( Connought Place) then Central Secretariate will be best. Take a taxi or autorickshaw to Hazrat tomb from there.
