TOPS - Mount Busay

My Package Day Tour in Cebu City does not include TOPS in Mount Busay. I plan to go to the TOPS on our own maybe around 5:00PM with my family of 4 adults. I will appreciate if you can give me the following information: (1) Can we go to TOPS on our own by taking a taxi? How far is it from Golden Peak Hotel? (2) We plan to have dinner there and manage our own time. Is the taxi available until 9:00PM (3) Is it better to include TOPS in Package Tour for an additional Php1300? BTW, this trip will be next month. Thank you.
