fly to cebu city then connect to a flight to Tacloban Leyte then go overland in a share van from the Tacloban land terminal going north to Samar or fly from Cebu City directly to Calbayog Samar. www.airphilexpress.com or www.philippineairlines.com
or www.cebupacificair.com/ you will likely get the best flight deal by booking one way flights and maybe using 2 different airlines

But when do you want to go as flights are extremely expensive during Holy Week and prices don't really start to go down until around 8th April. I just booked tkts a few minutes ago and prices are real high up to 6 april
