Has anyone Else been RIPPED off by JOE Testa in Cabo

We just got back from CAbo (Dec 21 to Dec 31st) We had arranged a rental of Joe Testa's SanJOes Villa (in San Jose Del Cabo) (really a Villa but an apartment) but when we arrived there was NO Electricity and it WAS NOT CLEAN Please respond if you had a similar outcome on your dealings with Joe Testa of Redondo Beach, CA
