Ngwe Saung beach water clear? great snorkling possibility?

Does Ngwe Saung beach have white sand and clear water (like Phuket/Phi Phi/Krabi area)? I has been to Chaung Tha before and was dissapointed with the sand/water quality. Any good snorkling spot around Ngwe Saung that is as good as Southern Thailand area? Thanks.
