Travel to Myanmar - Some questions

I will be traveling from 4th of june through Myanmar and would like to know : - What is the regulation with mobile phone. So far I have heard that you can't take it with you and leave it at the authorities at the airport? Is that right? - Since the local transportation (bus and train) seems to be the worst of SE Asia I was taking in consideration to hire acar with or without a driver. Anyone has done that before? How much it will cost per day? THKS in advance
