I saw a parade last Saturday and I was wondering if that's a tradition or if there's any cultural significance as to why the men were wearing those costumes and had their face and hands painted. TIA, I don't know the answer to your question but it seems as if it's for Manneken-Pis. This Folk Hero of Brussels is always getting costumes for various reasons, something like 800 changes he has. The parade could have been for one of those events?
