Are there any car parking lots or structures near the Schnoor that can be used overnight? Thanks.

Yes there are - both lots and structures - within walking distance. You won't miss them when you drive from Central Station (Hauptbahnhof, north of Schnoor) or Neustadt (south of Schnoor).
