discounts on government fees

Hi friends of Bhutan
Can anybody explain me how some agencies can give a discount on the government minimum fees - like 10% on 200 and / or 10 % for those who stay longer than 10 days ? Is this legal and what do tourists risk if they accept such an offer ?

And the 10% that the foreign agencies get from their partners in Bhutan are they normally added on the gov. min. fees (200 plus 10 % = 220 to be paid to the foreign agency) or are they included in the 200 fee ?

Would be great if somebody could answer my questions. THANKS !! Chri

    The Royal Government of Bhutan has fixed the Government minimum fee as US$200/person per night halt. From July 2009 its being further increased by US$50/person per night halt.

    This minimum rate has been kept with 10% commission for the agents abroad and its included in the US$200. People staying for more than 10 nights get 10% discount on the minimum rate. The discounts mentioned above are legal.

    If tourists travel directly though a Bhutanese agent in Bhutan they can ask for the above mentioned discounts
