Take the "fastboat" Flaggruten to Stavanger (or by air), and the train from Stavanger to Arendal. Alternativ by air to Kristiansand and train from Kristiansand to Arendal

Depends how you travel.The other answer was good,but with car you go to Odda,via Røldal and Haukeli,through Setesdal to Kristiandsand,and then to Arendal.7-8 hours driving
