Mini-SIM card for iPhone 4 to use in Germany

We are coming into Basel via train to take a Rhine cruise to Amsterdam. Is there someplace nearby from station to boat that I can buy a mini-SIM card for my iPhone 4 for use in Germany? Certainly don't want any roaming charges..... Any recommendations on carriers? Probably need to buy a little data as well. Thanks in advance!
