in plaza catalunya, you have free wiki offered by the city hall. The access is limited but you will be able to consult your mail for example If not you can go to some starbuck with wifi or go to gran via de los corts catalanas, just round the corner of the Zara shop and there is a coffee bar with free wifi

Even though it might not be the most genuin of locations but MC Donalds (www.mcdonalds.es) has free wifi areas in their restaurants. They have at least one or two nearby Las Ramblas area.
