Is there a car rental company in calgary willing to rent if driver don't have a credit card?

Hi guys, got a serious problem now :( My gf will be driving and she is having problems with her application for a supplementary credit card with Citibank. It's been a month since she applied and it is still in process. In the event if the card don't arrive on time, Is there any car rental companies in calgary willing to rent to drivers without a credit card? We were intending to rent from enterprise initially but seems like its compulsory for the driver to have a credit card in their terms and conditions. She currently has a debit card. Thanks in advance!
