Has anyone experienced problems on flying out of Bali on Garuda?

My brother in law and his wife and 2 kids tried to leave Bali DPS on Monday and arrived with a confirmed reservation to Jakarta to continue on Emirates to Europe to find they were told they had to buy 2 new tickets for the adults as only the kids were booked. not overbooked as there was space but cost them 300 pounds stg. was this a scam? They didnt want to miss the connection back to Europe.
