Can anyone recommend a hotel that is quiet and reasonably clean, near the Old City, and costs under90 for a double room ?
When I was in Baku last year, we stayed at the Empire Hotel. It was about a 15 minute walk to Old Town, about a 5 min walk to the waterfront. I don't remember how much it cost. It was clean and the staff were friendly and helpful.

Now that I've been there, I can hoghly recommend Noah's Ark Hotel, right in the Old Town - it's about100 a night for a double, but worth it. Other hotels there are costing a whole lot more.
