98% of the population is Moslem but the bar scene there caters for expats, and you can buy alcohol here but the price is rather high so bring it in duty fee

Alcohol is available in every city, town and village from bars to corner stores. Vodka is ubiquitous with more brands than you even knew existed. While there are expats bars, with countless bars on seemingly every corner in the centre (not to mention alcohol at restaurants) there simply aren't enough expats to to fill them. It is not uncommon to see locals drinking alcohol in outdoor cafes during the day during Ramadan.

Alcohol is slightly more expensive than neighbouring Georgia, Russia or Armenia, but you can still get a beer at a bar for a couple Manat ($2-$3)

Azeri people are mostly muslim but like the turks many of them are happy alcohol drinkers and are not uptight about alcohol at all. You should never have a problem finding alcohol in any major town in Azerbaijan.
