Hiring Process

Hi, Just a short query on what is the usual hiring process in Bahrain. I´m a Spanish national and have been (verbally...) offered a post with one of the Ministries. Upon requesting some sort of written agreement, a few days after I was contacted by one of the Ministry staff to submit a whole lot of documentation - passport copies, college diplomas, photos, recommendation letters and so on. And apparently, the Ministry has sent a medical and application form by post. During this whole process, a formal written agreement - job offer has yet to be made. 3 Questions: 1. Is this hiring process normal? Is the formal job offer the LAST step in the whole process? What is a typical hiring process in Bahrain? 2. At what stage, can I SAFELY resign from my current job. What documentation should I have in my power? 3. Is a medical exam required in the country of origin (Spain being my case..)? I thought that medical exams were carried out in Bahrain. Any help would be much appreciated. Thank you.
